Golda Hilario is the director for urban development at the Philippine-based Institute for Climate and Sustainable Cities (ICSC). She leads the integration of climate resilience and low-carbon development into urban planning. Collaborating with government agencies, development partners, and civil society, she focuses on embedding climate finance and governance into local development planning. 
 
Golda manages the institute’s work on low-carbon mobility, conducting policy research and strategizing joint campaigns. She has played a key role in expanding the Clean Mobility Collective in Southeast Asia, building the network and fostering collaborative innovative actions for inclusive and clean movement of people and goods in the region.
